Him working for Spencer frankly doesn't make any sense and completely goes against his character. Umbrella is dismantled by 2004 and is behind the scenes, it should stay that way like in RE8. Him being part of Umbrella would ruin that and undermine everything as yet another Umbrella conspiracy. They are direct enemies with the United States and surrounding nations for government and political policing. Its not supposed to be a front, thats the faith they believe in.
